Shouldn’t these out of band patches be in Source Severity as Important or Critical? And categorized as Security Updates?

Seems like Microsoft categorized them as non-security updates

I have less than 12 hours to either add KB5010791 to our Deployment or my organization is going to have me remove KB5009557. Is there any chance that will be added or should I just plan to remove KB5009557?

Is this sporadic in nature? It could be an issue with your relay / root server being overloaded (for whatever reason).

I am assuming, perhaps incorrectly, that downloads of other patch files from MS normally work in your environment.
