It looks like the .NET previews are superseding the normal updates?

Fixlet 004228 - kb5003541 is superseded by KB5004414

Is this normal behavior, I dont want to pickup ‘preview’ updates in my production environment.

Seeing the same issue. Per https://support.microsoft.com/en-us/topic/july-13-2021-kb5004228-cumulative-update-for-net-framework-3-5-4-7-2-and-4-8-for-windows-10-version-1809-and-windows-server-version-2019-82181e20-5415-4810-9b85-22aa05d46723, KB5004228 remains the latest non-preview “cumulative update for .NET Framework 3.5, 4.7.2 and 4.8 for Windows 10, version 1809 and Windows Server, version 2019.”

Allowing a PREVIEW patch to mark a production one as superseded, creates reporting and verification issues around if a patch is relevant or installed. We’re seeing this with 2 patches on 2019, though we are a server only environment, so unsure about Win10, etc.

For what its worth, I just built a 2019 server, and observed this behavior when using Windows Updates directly to bring the system to a current patch level. I thought it was interesting (in a not good way) that Microsoft was superseding regular updates with previews.

Indeed. I see this behavior on my Win10 computers all the time. So annoying, to hit the check for updates button and it just immediately begins installing the preview, even if I had already updated with the production patches.
