I am looking for a mechanism to ensure that maximum X amount of Operators is using console in the same time. Anyone seen, anyone know ? I offer great gratification for helping: most funny gif I have ever seen

There is no mechanism I am aware of to limit maximum concurrent operators explicitly.
A more effective option might be to timeout operators with loginTimeoutSeconds in the administration tool – essentially logging out operators who are inactive to reduce resource utilization.
You could also require the user of a terminal server to connect to the BigFix environment and then place concurrency limits on the Terminal Server (max concurrent sessions) – logging idle sessions out automatically.
