Clarification as to what TEM creates as fixlets and MS Update

I have been having this big debate for 2 years with my team members as to what TEM releases as fixlets and MS Updates. The argument is TEM should be producing fixlets for everything that MS considers High priority in windows updates. I said that is not so. Can someone clear up what IBM will deploy as fixlets in relation to MS patches?

Currently, application team is planing to bring more and more MS critical patches onto TEM platform. We are targeting on covering more patches and providing better content management workflows to our clients.

MS hotfix patches are also provided based on customers’ requests, like (http://support.microsoft.com/kb/2732052).
