Busy after ProcessJobRequest

Hi,

Can anyone tell me what it means when I see the following in the client log?

ActionLogMessage: (group:4649056,action:4649066) Non-Distributed - DownloadsAvailable
ActionLogMessage: (group:4649056,action:4649066) Busy after ProcessJobRequest - add to pending list for 1 hour

This distribution has a limited window in which to apply and I haven’t seen it processing anything in over 20 minutes.
