Is bigfix capable of sending email notification once there is a change on its client, such as changing the IP address, OS or other retrieve property?
Yes, that is also possible. You can use Webreport to create reports with filters (see the example below) and schedule them according to relevance statements. An automated report should be sent to your preferred email address whenever the results do not match.

exists results whose (exist value whose (it as string != "1.1.1.1") of it AND name of computer of it = "MYSERVER") of bes property "ip address"
You can create a custom report if there are situations where filtering is not working as intended or if there are several conditions.
