BES Root service stops while stoping action

Hi, I am facing strange issue . I am stoping action using IEM CLI i.e. IEM.exe post action//stop -q
It works fine with actionID issued by console operators users.
BES root server service gets stopped when above command tries to stop actionID issued by Master Operator. Command throws proper error “API Request Failed : Access denied”

I am using IEM 9.2.2.21. Is it bug or some permission issue?
In case of permission error it should not stop service.

Let me know how to find root cause.
