I'm not sure which Fixlet you are referring to. However, if it is a "Restart Needed" Fixlet, those typically do not reboot the device automatically. They usually only report that a restart is required. If a reboot is desired, you need to explicitly include a restart command in the action.
If the Fixlet you are referring to is actually performing a restart, then it may be useful to check the Uptime RP results for those systems. This can help confirm whether the devices were recently rebooted but are still reporting that additional restarts are required.
Sometimes systems may still show pending restart status even after a reboot, depending on multiple reboot required by patching fixlets.
If you have server automaton site you can use Restart Endpoint and Wait for Restart to Complete
If not you can use Restart Needed - Triggered by a BES Action and under execution tab use option reapply action for 3 times for example.

There's some programs that cause this issue. I think some HP printer software causes it?
