Action Stuck on "Not Reported"

Hi,

I have one action that status is stuck on “Not Reported”. Restarted the besclient service, Endpoint but it did not change. The actions that I had initiated after this one has been completed.
In Endpoint Logs the action ID (1404097) is appearing two times with below messages:

Is the computer a member of the site the fixlet is in? --> Yes
Do you have a lot of content or content that takes a while to execute? --> No it happened only with this one and even when exeucted it again its completed but the previous action is still in “Not Reported” State.
What is the polling time set to on the endpoint?–> 1800 Seconds

Has the previous action expired or been stopped? Once the action is expired no new statuses will be reported for it.

Was the action dynamically targeted? If it was dynamically targeted (by group or by property) no status will be reported by the computer if it is not relevant.

No, Action is open. It was targeted on single machine.

What is meaning of the below line that appeared into the Endpoint client logs on that action ID:

Try increasing the CPU utilization to 5%.
