It seems your relay is not accepting any more clients to register.
So, change the clientsettings.cfg file to point this machine to a different relay.

I’m curious, how many relays do you have, and how many clients do you have reporting to each, and also including the amount of client reporting directly into the main server?

we have 1500 relay and 15000 client. 2000 client are dirctly communicating to tem server

Perhaps the relay is artificially capped with the setting _Enterprise Server_ClientRegister_MaxChildCount ? But 2000 for a relay can already be a bit too much. Documentation mentions somewhere in the 500-1000 region tops per relay I think.

Then it is perhaps best to file a PMR to have Support take a look at this.
