Maybe click the “XML” link that I see at the bottom of the body window in your screenshot ? I’m not familiar with the tool you are using, but what is what I would try.

in addition, remember that we provide an out of the box tool, named “iem-cli”, to work with REST API:

if you use-case works fine with the iem-cli than it’s a problem with the tool you are using. But, at least, we know that there are no issues with the deployment itself.
You may consider this as a troubleshooting method.

I used curl command is OK to do it.
So I wonder why the simple chrome plugin Web API tool can not do the action.
If there is limitation for action? Does it have to use by other command tools to trigger it.

You can use the “iem” CLI available on your server. It can also be a valid way to debug your problem. See https://developer.bigfix.com/rest-api/iem_cli/
Here is an example:
Login using your BES admin
"./iem login --server=nc926068 --user=IEMAdmin --password=xxxxxxxx "
Server : nc926068
User : IEMAdmin
Successfully logged in to server!
Submit the action
./iem post /TEM/take_action.xml actions
My action file (take_action.xml) it assumes the fixlet is in the master action site:
