Have your systems obtained a Software Catalog? I’m more familiar with Bigfix Inventory but I think the basic process is the same.
After your machines install the software scanner, they should be relevant for the “Updated software catalog” Action, that is generated automatically using the console operator account that is used to tie BFI to the console.
If that account was limited (doesn’t manage computers), or the action was stopped, or the action was never created (because you firat need to send the updated catalog to the BFI / ILMT server itself), then the clients don’t have a catalog and can’t run a scan.
See whether your clients have the software catalog installed, I think the catalog version is listed in the scanner information analysis.
