Upgrade from 8.2.1400 to 9.0.787 - BESGather cannot gather sites

We’ve just upgraded from 8.2.1400 to 9.0.787 and the BESGather service is not able to update external sites now. Here is the error we are getting for external sites:

Windows Error 00000514: Not all privileges or groups referenced are assigned to the caller.

We are able to browse to the sites such as
http://sync.bigfix.com/cgi-bin/bfgather/bessupport
in Internet Explorer, so we know the Proxy is working.

Any ideas why after the upgrade we are getting these errors?

I got it working, but I don’t think I should have to do what I did.

I followed the following APAR to fix the issue, however according to the change list it was fixed in version (9.0.649.0). So why did I need to follow the APAR?
