Do you have BigFix 8.0? It shows the initial release and last modification time of each Fixlet.

Just curious here… if the message states This update (KB2467659) addresses an issue introduced by MS10-90: Cumulative Security update for Windows Internet Explorer (KB2416400)
Why would the patch be relevant before MS10-090 is installed?

Technically the KB2416400 hotfix will install perfectly fine in either case. MS10-090 isn’t a prerequisite.
That said though, as a hotfix it probably should be checking for the existence of MS10-090 on the system first anyways, so I think we’ll be slightly modifying the behavior of the fixlet.
