Tivoli -- Link to Masthead File for USGCB on Windows 7

I am looking for the Masthead file (.efxm) that will import the SCM Checklist for USGCB on Windows 7. Can anyone point me in the right direction?

If you are licensed for Tivoli Endpoint Manager for Security and Compliance (or one of the BigFix legacy products that includes the SCM content) and you’re running version 8 or later, you’ll see the USGCB for Windows 7 site in your License Overview dashboard in the Console. You can click the “Enable” link to activate the site. If you don’t see it on the License Overview dashboard and you believe you are entitled to it, or if you are not yet on version 8, you should contact the Tivoli Endpoint Manager licensing folks for help – IBMTEMLicensing@lotus.com.
