Software distribution fixlets nor working anymore after update

After updating the Bigfix server - Linux Updates and update to Bigfix 9.5.13 - Software distribution fixlets are “Pending Downloads”, and the individual files show “Download error: Failed to create plugin process”.
I’ve unregistered the download plugin and reregistered, no change.
The plugin seems to be correctly installed in /var/opt/BESServer/DownloadPlugins/SWDProtocol, but there are no logs. It looks like the plugin is not executed at all.
Bigfix server is RHEL 7.

Are there any logs I could check to find out why process creation failed?

Problem solved, was due to a low memory / swap condition.Looks like the server was unable to fork the plugin process. Not sure why there were no entries in /var/log/messages regarding this.
