Description:
Fixlets provided that allow you to Block/Unblock .NET Versions, .NET Version fixlets should honor the Block/Unblock via relevance.
Use case:
an application such as exchange server has compatibility matrix for .NET Versions this would ensure that .NET Versions can be frozen on a endpoint to prevent potential application outages
WU honors these blocks by setting the following Registry Key ( in this example .NET 4.7.1 is blocked)

Basically all of the .NET fixlets that perform version upgrades would need to have their relevance modified to honor this block setting.
Their should be a Block and Unblock Fixlet released for each version Update
