The relevance was modified for KB4561600 and now over 600 of my servers report that its needed, however it is not. Only about 30 require this update. If its pushed to a server that doesn’t have it installed, it fails, as one would expect.

Also seeing similar behavior. Also confirmed that the servers in question do not need the update -again with the exception of a few.
I have opened a case with HCL I found that they were missing the relevance statement below, I had to create a custom copy to get this package deployed
