What is the best way in TEM to force a reboot of all systems (whether they need it or not) at a particular time?

create a new task with an action script of:

continue if {not locked of action lock state}

“restart 5”

action requires restart

and relevance of “true”. Then push this task to your target computers with a specific start time on the execution tab.
