Problem with sites/user rights

Hi,

maybe someone could help, we have a site with two user that are owner (non master operators).

When user A issue an action in the site user B cannot stop or delete it.

Is it right?

We are setup the same way and I cannot stop or delete the action of another admin at our site and vice versa.
