Power Profile fixlets and Windows XP Roaming Profiles

I’m having an intermittent problem with the Power Profile fixlet failing to apply power settings on Windows XP clients.

As far as I can tell, the fixlet fails when the logged-in user has already had existing power settings stored in their roaming profile, and the machine that they are logged into is missing those power settings. When this happens, the “Power Options” dialog box within the control panel is empty and there are no profiles to select.

I tried to manually run the commands from the wizard-generated action script a few times on failed clients. It seems that the powercfg.exe /create command does not work on these machines. However, I found that if I run powercfg.exe /RestoreDefaultPolicies on these machines then the Power Profile is successfully applied on the next try.

I guess my question is, has anyone else used the power profile fixlets with roaming profiles and experienced this issue? Can anyone at BigFix explain why this is happening?
