some sort of way to mark and then view policy actions against regular open actions would be great!

In the Actions node of the “all content” domain, you can actually expand it to view specifically actions “with no end date”, which i believe is what you want.
Also, in our soon to be released BigFix labs site, there is a dashboard which helps to manage these sorts of policy actions, and their source fixlets.
