i have a task that has a relevance of ‘true’ as i want it to run when ever it is deployed. The task is also part of a baseline, however i do not want it to modify the baseline’s applicability if all the other items in the baseline are false. Is it possible to do this?

The behavior you describe should be the default behavior. That is, any fixlet added to the baseline will contribute to the baseline’s relevance, but any task added will not.
At any rate, you can change this behavior by expanding the component and changing “Baseline will be relevant on applicable computers where this component is relevant”. See this screenshot:
