Modifying existing user created shortcuts

We are going to update a software called MochaSoft to a newer version. It currently has a folder on every users desktop that contains shortcuts to the software with switches pointing to different AS400 Servers. My install removes the previous folder full of these shortcuts, with new ones that contain an SSL switch in the target of the shortcuts. It also removes any shortcuts that a user may have previously dragged to their desktop or taskbar, EXCEPT for if they have renamed the shortcut.

Question: Is there a way for a task to detect a shortcut based on it’s Target address in the properties and either remove it, or modify it without knowing what the name of the shortcut is (i.e. when a user has renamed it from the original name)?
