Location by Subnet - Modification

Hi,

We want to create location property, by using Location Property Wizard its working fine for known subnet but our concern is, Is there any option we can treat & create location property for those who dont fall under these predefined subnet range & mark them as Global.

And we also observed some of location property showing blank even though their subnet was part of that subnet list which was targeted by that wizard, what we can do for them.
