KB4514358 reporting -2145124329

KB4514358 (MS19-SEP: Cumulative Update for .NET Framework 3.5 and 4.8 for Windows Server 2019 - Windows Server 2019 - .NET Framework 3.5/4.8) shows that it’s relevant for a large number of Windows 2019 servers. However the majority of those servers report a status of -2145124329 which I believe means “WU_E_NOT_APPLICABLE Operation was not performed because there are no applicable updates”.

If I try to manually install this patch on any of those servers the patch states that it is not applicable for that server.

Has anybody else run into this and could maybe shed some light onto what’s going on here?

It sounds like there may be a false positive in one of the relevance tests for this fixlet. If you can narrow it down to which statement is incorrectly returning true, it would help to diagnose the issue.
