Install BESClient on windows devices using TCM

I am trying to build a Tivoli SoftwarePackage to distribute and install the BESClient to windows devices. I copied setup.exe and the masthead.afxm and created a batch file that kicks off the setup exe. When I invoke setup.exe /S I get a popup. I tried setup.exe /S/v/qn and setup.exe /Q. Everytime it pops up a dialog
