How to force an IEM Server to act as Air-Gapped environment?

I need to configure an IEM Server so that it will not automatically download new Content from IBM until we have had a chance to test it and update any required internal documentation/policies/procedures.

Basically, I need to Air-Gap a server on a network with access the Internet.

If I create an entry in the ‘hosts’ file on the server that redirects sync.bigfix.com to 127.0.0.1, will that be sufficient to prevent the server from downloading Fixlets/Tasks/Dashboards/etc?
