I am trying to add a message to the landing page for BigFix WebReports to notify users of upcoming outages, etc. I’ve looked through the documentation, and I can’t see anything on this. I’ve looked at IIS and don’t see a site for webreports.
Is there any way to achieve this? Where can I find the file?

Look at this, please. This is about only logo and company label but it can help you to find a proper area to write your message in the page
You could also use the loginWarningBanner advanced option described here: https://www.ibm.com/support/knowledgecenter/SSQL82_9.2.0/com.ibm.tivoli.tem.doc_9.2/Platform/Adm/c_list_of_advanced_options.html
This option will cause the banner to show for both the Console and Web Reports.
