The first step is to ensure that Enhanced Security is enabled in the Administration tool: https://help.hcltechsw.com/bigfix/9.5/platform/Platform/Installation/c_scenarios_sha2_installation.html
Note that this is a global (BigFix instance-wide) configuration, and not for a single relay/component.
