The Filldb.exe only fixed the performance that affected the BufferDIR. The web reports issue was a separate bug that was fixed in 9.5.7, though in our case we changed some SOAP calls that were pulling the IP Address property and that fixed the issue until we updated. We just updated to 9.5.8 and all went smoothly.
