Expert user mean master operator (or) non master operator in IBM Bigfix console?

Iā€™m not sure what you are referring to. Can you provide a screen shot and more info? Where do you see this?

A master operator has more to do with permissions and capabilities but little to do with the experience of the user.

In general, no one should use a master operator account to do anything at all in the console unless it is a function that can only be done by a master operator. This means every master operator should have at least one non master operator account as well.
