Could not enable dashboard Application Usage Information

I am configuring SUA on TEM server. I have problem to enable dashboard Application Usage Information.

Full path: All Content - Dashboards - BES Inventory and License - Application Usage Information

Whent I click on dashboard “Application Usage Information” and than I see texst “Application tracking is currently not enabled. Clic here to enable application tracking”. When I click on enable I received error

“Bigfix There was an error importing the required global properties. Please try again.”

Does anybody know where could be a problem?

This is a maybe an operator permissions issue? This thread here may be similar with the same problem importing new properties. https://www.ibm.com/developerworks/forums/thread.jspa?messageID=14769127
