Is it possible that this package does not apply to Windows 7? I get this info from https://docs.microsoft.com/en-us/officeupdates/update-history-office-win7. Also my few remaining WIndows 7 computer are not completing this task. And if I try the update manually on the computer, it says that is aleady up-to-date.

That looks to be the case. According to that article, Version 2002 is the last version that will be supported for Windows 7 regardless of the update channel.

As of now, build 12527.20442 is the latest available for Version 2002. This build is available through the Bigfix Semi Annual Targeted channel fixlets.

As a workaround for now, for any Windows 7 endpoint on the Monthly channel, you can switch them over to the Semi Annual Targeted channel so they can continue to receive the latest builds for Version 2002. The Semi Annual Targeted channel will be on Version 2002 for several months so this should work until the Bigfix patch team decides on how they want to manage content for the Windows 7 specific case.
