Cannot edit basline yet I am a master operator

I am trying to edit a baseline created by a non-master operator, but the edit button is grayed out. Is this by design? We are on version 8.1.551 still.

If the baseline is in a specific operators site you will not be able to edit the baseline. You would have to make a custom copy or export/import it to either the masters ite or a custom site.
