Ok, so next question is how do I block a fixlet?
I want to somehow block Java 7u51 so it does not accidentally get patched on any machines and I cannot seem to figure out how to do this… any help would be appreciated…

Have you tried looking at globally hiding the content to prevent people from applying that particular fixlet? Then non-master operators can’t accidentally apply it.
