BigFix Action "Requires Restart"

Does anyone know what BigFix is calling to preform the action “Requires Restart”? We are having issues with 2008R2 (we have an app that requires this), where it will boot into recovery mode and a small number of 2012 and a 2016 server that is displaying the same issue.

Microsoft wants us to look into BigFix (although they are grasping for straws)

Just in case if this questions ever arises again. They are using an API to call IniateSystemShutdown XW to restart the servers
