We just want to create a baseline and apply it to a static computer group. Can this be done? I can’t find any relevance statements that seem to deal with static computer groups. Can someone provide an example? Why are there not example baselines anywhere in the product?

There are several ways to do this. The easiest would be to create a automatic or manual group of computers and apply the baseline to that group.

By applying it, you mean deploying it and then targeting that group?

Yes target your baseline to your newly created group.
